Why We're Different

Most NGOs support existing cases. We create them—and then we keep going.
While other organizations assist law enforcement after arrests are made, The International Protection Alliance originates the cases AND continues investigating to uncover the full network.
The IPA Process:
  • We conduct the initial investigation – Building cases from the ground up
  • We deliver the arrest – Providing prosecution-ready cases to law enforcement
  • We continue investigating – The real investigation begins after the arrest
  • We uncover the network – In just 4 days post-arrest, we’ve identified multiple additional offenders and several child victims
The IPA Difference: Other NGOs stop at the arrest. We know that’s just the beginning. If we walked away after the initial arrest, none of these additional predators would be caught and none of these additional victims would be identified.

Founders and Leadership

Simon Brewer

Founder

Simon Brewer, CPA, CGMA, co-founded International Protection Alliance in March of 2024. With over 24 years of senior financial leadership, Mr. Brewer most recently served as CFO and COO at an international organization dedicated to fighting human trafficking and sexual exploitation of primarily women and children.  Prior to this, he has been the Chief Financial Officer at numerous private and public Companies. A Certified Public Accountant since 2006 and a Chartered Global Management Accountant since 2012, Mr. Brewer holds both Bachelor’s and Master’s degrees in Accounting from the University of Utah. His comprehensive expertise spans across Accounting, Finance, IT, HR, and strategic operations, emphasizing his robust capability in managing complex financial landscapes and organizational leadership.

Jacob Ostler

Founder

Jacob has an Undergraduate Degree in Psychology and a Master’s Degree in Social Work with a focus on Global Practice. Jacob has been working with people who survived sexual violence since 2016. This work has taken place in over 10 countries. He has worked with survivors of online sexual exploitation, sexual abuse, human trafficking, child marriage, torture, and other types of violence. Jacob has worked as a therapist domestically and internationally he has built care teams consisting of case managers, lawyers, and therapists. Jacob provides training and consultation both domestically and internationally to organizations that work to support survivors.

Damian

Founder

Damian is a dedicated professional in anti-human trafficking and child exploitation intervention. With over 15 years of experience in prevention, frontline investigations, strategic consultancy, and organizational leadership. As a Co-Founder of the International Protection Alliance (IPA), he oversees multi-disciplinary initiatives focused on combating child exploitation, strengthening child protection frameworks, and advancing policy-driven intervention efforts across Asia, Africa, and the Middle East.
In his leadership role, Damian collaborates closely with government departments, NGOs, and law enforcement agencies, facilitating intelligence-driven strategies that enhance cross-border, transnational cooperation and operational effectiveness. His expertise spans investigations, digital forensics and security risk assessments, ensuring that interventions are both proactive and sustainable.
Prior to his current role, Damian served as a senior corporate security and investigations consultant for a multitude of risk management companies for more than a decade, providing high-level security solutions, risk mitigation strategies, close personal protection and corporate threat assessments. His extensive experience in the corporate security and investigations sector has enabled him to bridge the gap between corporate risk management and humanitarian efforts, fostering innovative solutions that combat child exploitation at both systemic and grassroots levels.
Damian’s deep regional network, combined with his full-time presence in the region, allows him to provide critical insights and actionable strategies tailored to the evolving challenges of child protection operations. His dedication to fostering institutional accountability and empowering frontline responders has resulted in measurable impact, reinforcing his commitment to safeguarding our children.

Chad Meli

Founder

Chad is an online investigator and digital forensic specialist with International Protection Alliance and a former U.S. law enforcement officer. His law enforcement career spans over 20+ year and he has worked full time cyber related crimes involving the sexual exploitation of children and human trafficking for over 10 years. Chad spent the majority of his time online in an undercover capacity locating and identifying suspects who were distributing illegal imagery of children as well as persons actively seeking out child victims.

Chad was an Internet Crimes Against Children (ICAC) affiliate member and is trained and licensed on multiple law enforcement programs and tools. Chad was a Federal task force officer, assigned to the Innocent Images Task Force and has been involved in numerous child victim rescues across the United States and abroad. Chad currently lives in Malaysia and works closely with multiple law enforcement agencies throughout Southeast Asia supporting and assisting in their anti-human trafficking efforts.
